Popularly known as DLD, Dubai Land Department is a government body in Dubai formed in May 1960. The organization develops the legislation to run the real estate sector of Dubai.
It falls under the Executive Council of Dubai’s umbrella, headed by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and chairman of the Executive Council of Dubai, and offers a wide range of real estate-related services. The most important services include documenting property sales and purchases, issuing real estate ownership, organizing and promoting investments, and spreading knowledge and culture. In 2023, HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. (7) 2013 defines the Dubai Land Department’s objectives as the government entity responsible for the registration, organization, and promotion of real estate investments in Dubai. The Law aims to provide an attractive environment for investments by implementing international standards to enhance the development and growth of this vital sector given its prominent position in the local economy.
The organization seeks to improve land registration procedures in line with the latest international systems and practices in the real estate sector.

Real Estate Registration and Services Sector
With the help of the Al Taboo system, DLD makes sure to document and retain all land rights. The system features four sub-systems namely registry, initial registry, trust accounts, and proof of rights of property owners. The purpose of this system is to unify practices and integrate services within one single system. This is supported by the latest technology and is compatible with international standards.
Real Estate Regulatory Authority (RERA)
With the help of RERA, DLD sets legislation to regulate the relationship between all contracting parties and also organizes the exchange process of properties. The department offers a number of services to its clients which include planning, organizing, and evaluating operations related to real estate licenses, the organization and development of real estate activities, and monitoring projects financially and technically so as to protect investors.
Real Estate Promotion and Investment Management Sector
The organization also seeks to support national and international real estate investment companies. It aims to develop the real estate investment environment and motivate traffic through the promotion of direct and long-term investments. DLD also helps promote a secure environment and actively contributes to the foundation of a green economy so as to attain sustainable development.
Dubai Rental Disputes Centre
One of the main agendas of DLD includes supporting national as well as international real estate companies. It also seeks to develop the real estate investment environment while motivating traffic by promoting direct and long-term investments.
Emirates Real Estate Solutions (ERES)
Emirates Real Estate Solutions or ERSA was established in 2008 as part of a government initiative from Emaratech Group companies in order to facilitate the real estate business community. It finds solutions to the e-real estate market based on real estate expertise in the registration at DLD and RERA. It has made more than 300 transactions of best organization practices in real estate regulation and registration.
